'ऽ' followed by 'व' (or 'वै')!
Line 19: "ऽव उत्सृष्टाः स्म इति ऽवत्सानपाकुर्व्वन्ति प्रातः"
Line 20: "पशुमालभन्ते तस्य ऽवपया प्रचरन्ति..."
Line 22: "...श्चरुणा ऽवैश्वदेवेन..."

Wait, why would line 19 have "ऽव उत्सृष्टाः"?
Because in the Samhita/Brahmana text, the editor/manuscript wrote "ऽव" (for श्व, where ś was dropped or read as avagraha, or representing a variant reading / pronunciation!).
Regardless of the phonetic/editorial reason, visually it is unambiguously:
ऽव !

Wait, could it be इव?
Let's compare the first character of line 19 with the 'इ' of "इति" in line 19:
'इ' in "इति":
Top has a horizontal line (shirorekha), then a vertical tick, then an S-like curve, then a loop
