a tentative measure with powers, more or less equal to a Federal Board of
Ministers, is entrusted without reservation with matters concerning Indian
defence during the war time and if its advice carried into effect as that of a
responsible Council of Ministers, it may prove a step in advance on the line
of political progress. But much will still depend on its composition. The
Hindu Mahasabha must secure such a representation on it as is in keeping
with the proportion to population of the Hindus!
