बयान में यह भी साफ़ लिखा है कि किस तरह हिन्दोस्तान जैसे देशों के

के अर्द्ध सभ्य बाशिन्दों को सभ्य बनाने और उनमें पाप पुण्य या धर्म
अधर्म के विचार पैदा करने की कोशिश की। एक बार मित्री सम्प्रदाय का,
