papers contain unmistakeable indications of his revolutionary and
communistic leanings and the letter addressed to ' My country-
men at the Gauhati Congress' frankly admits that he is a rebel
and revolutionary. The lists of books found in his trunk are
clear evidence of his connection with the other conspirators. The
writing on Ex. P. B. 7 suggesting the formation of a military
department and on Ex. P. B. 11 proposing the creation of a
central body of five United Provinces members, the framing of a
10 definite programme to give a great blow to the Government
within five years and the exploration of methods to collect funds
and arms, show that even while he was absconding Bakshi was
interesting himself in schemes to further the revolutionary cause.
